Salms is a Mythic Dawn cultist worshiping Mehrunes Dagon. Cock Nibbler first met Salms in a jail cell in Windhelm when Cock was sent undercover to destroy the Mythic Dawn. Salms and Cock helped each other escape, which built trust between the two characters.
Salms was killed by Cock Nibbler in 'Paradise.'
